There is no "standard" or "thread" in the regulation of biotechnology. Biotechnology products are
regulated either under existing national laws (as in the US), newly promulgated laws
(Brazil, Uruguay), international agreements (EU directives), or under voluntary guidelines. In addition there is no agreement as to what constitutes a
biotechnology product (i.e. where natural breeding ends and biotechnology begins). In
addition, risk assessment are influenced strongly by the statute under which the assessor is
operating, which influences what products or techniques are being considered for regulation
and the rigor of the assessment.
